That is too low. At hot idle, 15 lbs should be the lowest but 10 is still good. At running rpm, it should be 40-60 lbs. You could have a bad pump or the transfer tube seals between the pick up and the pump may be bad and it is drawing air as well as oil causing this. There is a also a valve by the oil filter that could be bad.
